- Expression of Interest are invited for Unlocking Opportunities for Private Sector Participation in Electric Mobility Transition in Jordan. The objective of this consulting assignment is to provide support to the World Bank task team to deliver technical assistance to Jordan, with the aim to facilitate: (a) private sector participation (PSP), including different forms and levels of engagement from the private sector to collaborate with the public sector; and (b) private capital mobilization (PCM) which enables and leverages private sector investment to maximize the total financing resources available for development purposes, to support a more ambitious goal towards E-Mobility development in the country. The consulting assignment will complement and build upon another ongoing activity (MOLO and ESMAP supported) on E-Mobility in MENA by collecting market data, identifying and designing business models for PSP, assessing risks private investors may face, and designing interventions to unlock private investment potential. However, the scope of work of this assignment is different from that of the other activity as this assignment will assess and build the case to mitigate technology and other risks related to PSP and PCM in E-Mobility, thereby facilitating market environment suitable for private investments across the EVs segments and EV charging infrastructure (including renewable energy-based EV charging infrastructure) value chain. The scope of this assignment will focus on improving opportunities for climate/green finance for complementing commercial-finance based PSP in transitioning towards E-Mobility at scale. The outputs will cover the development of recommendations of standards and legal definitions for contract structuring, service agreements and maintenance that optimizes risk allocation in private sector investment projects and PPPs.
