• Description:
• Project Background and ObjectivesThe World Bank (WB), International Labour Organization (ILO), and Social Security Corporation (SSC) are collaborating to design and implement a research project to better understand barriers and incentives regarding profiles of informal workers to contribute regularly to social security. For the context of this project, "informality" is defined by lack of coverage by social insurance. This project will help inform improvements to the design of some of the SSC's existing social insurance programs, including the voluntary and Estidama program to improve coverage and adequacy of benefits, while supporting the financial viability of the SSC programs. The research project has two phases: in-depth-interviews (IDIs) will form the first phase, the analysis of which will both add to existing knowledge about barriers and inform the design of the second phase quantitative surveys. The team has developed the in-depth-interview structure and sample design and now needs to commission a local survey organisation to undertake the required IDIs. Survey organisations are invited to submit proposals and will undergo technical and financial assessments from which only eligible companies will be shortlisted and a ‘preferred contractor' appointed. Post tender discussions will enable the contract to be finalised, which will be between the ILO and the appointed contractor. Aims and objectives of the in-depth-interviews (IDIs)An in-depth interview is a qualitative research technique used to collect detailed information on a subject's experiences, opinions, or behaviours. Unlike surveys or questionnaires that may limit responses to predefined options, in-depth interviews allow for open-ended flexible discussion. This method enables the interviewer to explore complex issues, understand motivations, and capture the nuances of personal experiences. Key characteristics of in-depth interviews include: One-on-one Interaction: Conducted between a single interviewer and interviewee, fostering a private and confidential environment where subjects may feel more comfortable sharing sensitive or detailed information. Open-ended Questions: Interviewers ask broad questions to encourage respondents to speak freely, providing rich, qualitative data. The format allows interviewers to probe deeper into certain areas as needed. Flexibility: The interviewer canadapt the interview flow based on the conversation's direction, exploring unexpected topics that arise or diving deeper into significant areas. Length and Depth: These interviews can last anywhere from 30 minutes to an hour and a half hour, allowing the time needed to thoroughly explore the interview topics. Subjective Data: The focus is on collecting subjective data (personal experiences, feelings, and opinions) rather than objective data (numbers, statistics).This IDIs envisaged for this project aim to explore and thereby better understand the barriers and incentives regarding encouraging informal workers to contribute to social insurance schemes. There are three groups of interest for this survey: Self-employed workers those of working age that are self-employed at the time of the IDI; such individuals may be registered with SSC while others won't be. There is a particular interest in ensuring coverage of refugees in this group Waged-employed workers in private sector registered and unregistered businesses at the time of the IDI; there is a particular focus on those employed by smaller employers Private sector employers , again with a focus on smaller enterprises HOW TOAPPLYInterested companies are invited to make their submission, following the above guidelines, via email to nashawati@ilo.org, copying sirisena@ilo.org and martinezcure@ilo.org. REQUIRED QUALIFICATIONS A minimum of 3 years of demonstrated experience working on research, and similar projects is scope and nature. The firm should be registered and located in Jordan.The deadline for receiving the offers is by Tuesday 12/3/2024 (Midnight). Only offers that fulfil allrequirements indicated above will be considered. Please note that the ILO is a UN agency in Jordan and is therefore exempted from all taxes as ILO will not cover any taxes or any governmental fees. A tax exemption will be provided upon signing the contract. The contractor is responsible for paying taxes, charges or any other payments levied by any government or tax department.
