• Description:
• Expression of Interest are invited for Technical Verification Agent to Support the Implementation of the Outcome-Based Incentives Program within the Industry Development Fund. The Hashemite Kingdom of Jordan has received financing in the amount of US$ 85,000,000 from the World Bank toward the cost of the Support for Industry Development Fund Project (the Project), and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include supporting the implementation of the second program fund (Outcome-Based Incentives Program - detailed description of this program is included in Annex # I to the Terms of Reference), through (i) establishing firm-level baselines and set targets for a maximum of 110 industrial firms related to industrial development priorities that will be developed and announced by MoITS; (ii) following up and evaluating the performance of enrolled enterprises during the contract period (12 months) to confirm their achievement of pre-set firm-level targets and verify eligible expenditures; and (iii) providing capacity building and training to the designated team from the Ministry of Industry, Trade & Supplies (MOITS), Jordan Enterprise Development Corporation (JEDCO), Jordan Exports (JE), & Jordan Loan Guarantee Corporation (JLGC) to ensure the transfer of capabilities. The assignment is expected to start in April 2023. The Ministry of Industry, Trade, and Supplies (MoITS)/ Fund Management Unit (FMU) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (e.g. company profile; brief description of relevant assignments completed over the past few years, including client names; technical and managerial organization of the firm, general qualifications and number of key staff). The shortlisting criteria are: core business and years in business, relevant experience, technical and managerial capability of the firm. Key Experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank-s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank-s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a subconsultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Procurement Regulations.
