• Expression of Interest are invited for Technical Consultant - Jordan Solar Thermal Water Heating (Pre-Feasibility Study) Publication Date: 10-Jan-2022 Expression of Interest Deadline: 24-Jan-2022 Assignment Description EOI request for Technical Consultant Solar Thermal Water Heating Project (Pre-feasibility Study) Background Ministry of Energy & Mineral Resources (MEMR) and the Ministry of Health (MoH) (together, the Client) of the Hashemite Kingdom of Jordan, are in advanced discussions to appoint International Finance Corporation (IFC) to undertake a Pre-Feasibility Study (PFS) to assess the technical and economic viability of designing, installing, financing, operating and maintaining concentrated solar thermal water heating systems at all of Jordans 49 public and military hospitals on a Public-Private Partnership (PPP) basis (the Project). Hospitals and medical facilities in Jordan use diesel-based heating systems which are outdated, costly and result in high CO2 emissions. As a pilot project, the Client successfully installed a solar thermal water heating system at Jordans largest public hospital, which resulted in conservable savings in fuel costs. In line with the success of the pilot project, the Client aims to expedite the adoption of solar thermal water heaters at all of public and military hospitals in Jordan. IFC would undertake a preliminary technical, commercial and financial review of the Project to assess its viability on a PPP basis. Accordingly, IFC intends to retain a Technical Consulting Firm (the Consultant) with experience in solar water heating systems and other relevant projects to undertake the PFS. The Consultant will be required to: Review existing studies undertaken for the pilot project; Undertake site assessments; Analyze water and fuel consumption patterns and existing water heating systems; Assess solar irradiation and yield levels; Prepare preliminary design and technical specifications; Provide estimates of capital and operation expenditure; Undertake a climate impact assessment against national strategic objectives and policies; and Provide and assess feasible implementation and structure options IFC invites eligible firms to submit an Expression of Interest (EOI) indicating their interest to provide these services. Interested firms must provide information indicating their qualification to perform the services (brochures, description of similar assignments, experience in similar projects / markets, availability of appropriate skills among staff, etc). EOIs submitted should be limited to a maximum of 25 pages. Any submission above this limit may not be considered. A certain number of firms will be shortlisted to receive the Request for Proposals, which will further detail the scope of work.
