First, public perceptions regarding the countrys current fiscal system, the extent to which it is fair and government performance. Secondly, perceptions of inequality and demand for redistribution and equity enhancing policies. FUNDING SOURCE The World Bank Group intends to finance the assignment / services described below under the following: - BANK BUDGET INDIVIDUAL / FIRM PROFILE The consultant will be a firm. SUBMISSION REQUIREMENTS The World Bank Group now invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Consultants may associate to enhance their qualifications. Provide information showing their qualification and competence for conducting phone surveys * THE WORLD BANK TERMS OF REFERENCE SURVEY OF JORDANIANS TO UNDERSTAND PERCEPTIONS OF POLICY AND INEQUALITY A. PROJECT BACKGROUND AND OBJECTIVES The objective of the Jordan Poverty Assessment is to produce an updated in-depth analysis of poverty and inequality in Jordan to inform the Government of Jordan-s poverty reduction efforts and the design and implementation of equity-oriented future Bank operations in the country. Within the Poverty Assessment, the current project aims to implement a Survey of Perceptions among Jordanian households to understand perception of wellbeing, satisfaction with the government performance and assess the potential public support and demand for inclusion of marginalized groups, equity enhancing policies and reforms. The data will serve to inform ongoing World Bank policy and operational dialogues, though the Jordan Poverty Assessment. The survey will be conducted over the phone and with face-to-face interviews. Existing perceptions data from before the COVID pandemic reveals that life satisfaction among Jordanians has dropped sharply since 2010, that people think that the economic situation of the country has deteriorated and that their own economic circumstances are poor. The COVID pandemic has only exacerbated and made highly visible the pre-existing risks and multiple sources of economic insecurity that many in Jordan face, not only the poor. As disparities widen through the continuing COVID pandemic, Jordan needs to identify ways in which it can mitigate the impacts while reducing pre-existing and new gaps as the country recovers. The survey will seek to investigate two main topics. First, public perceptions regarding the country-s current fiscal system, the extent to which it is fair and government performance. Secondly, perceptions of inequality and demand for redistribution and equity enhancing policies. A phone-based approach to data collection can be cost-effective given the coverage of land lines and especially mobile phones in Jordan, their relatively lower cost, and avoid potential risks to safely conduct face-to-face interviews if COVID-19 cases resurge and new lockdowns are needed in the country. B. SCOPE OF WORK In this context, the World Bank is seeking to hire a consulting Firm. The key task of the consulting Firm (Firm) will be to implement the survey as Computer Assisted Telephone Interviews (CATI) telephone survey with replacement for non-response. Specifically, the survey will comprise two panel rounds of 2000 phone interviews of Jordanian respondents. The consulting firm will replace cases of non-response with a probability replacement sample to achieve agreed upon sample sizes. The Firm will conduct the interviews using Computer Assisted Telephone/Personal Interviewing (CATI/CAPI) and based on an agreed upon questionnaires and sample frame. The technical and financial proposal should include the two rounds of surveys in the scope of work. Table 1: Sample breakdown Sub-sample Number of interviews Jordanian phone. Round 2 2000 The Firm will be responsible for the following aspects of the survey: Interviews: The questionnaires will be administered by the Firm by phone to a sample of 2000 respondents from a random digit dial (RDD) sample pre-identified by the World Bank and provided to the Firm (see section D). Screening questions would be asked to filter out non-Jordanians from the sample. To maximize broad geographic coverage and gender balance in the survey, resources will be reserved to include enough number of respondents from population sub-groups which may be otherwise under-represented in phone surveys. These resources will be allocated based on the following: The World Bank will be responsible to sharing with the firm profiles and population shares which are of relevance to the overall objective of this survey. The firm will track the coverage of the survey against these country-specific β€œideal proportions” and share these daily with the WB. Based on need and sample size, the WB will indicate where and when these resources are to be leveraged. Specifically, this allocation will be used by the firm to implement Interactive Voice Response (IVR) calls, text messages, or other resources to pre-screen underrepresented groups for interviews. Interviews are expected to be administered in two rounds of calls to the same 2000 respondents. The two rounds will be conducted sequentially. Since the questionnaire for the second round of the survey will be a continuation of that in the first round, the interval of data collection between rounds will be minimized and should be of no more than 2 weeks between them. If the respondent agrees to it, the full questionnaire corresponding to the two rounds of data collection can be implemented within a single call of longer duration. In some cases (i.e. respondent is not available, or interview is stopped), enumerators may have to call multiple times to complete the questionnaire. Creating dataset and individual unique IDs: The Firm will be responsible for creating unique IDs for respondents for the purposes of this project. Documenting and replacing cases of non-response: The Firm is expected to ensure a high response rate from the primary sample. Non-respondents should be replaced according to conditions discussed and agreed upon with the World Bank team during the project design. οƒ˜ Replacement will take place after a respondent refuses to participate or is not reachable for 3 successive days (with 3 to 5 interview attempts on each day at different times of the day), or including a weekend call if the respondent is not available on a weekday. οƒ˜ The replacement sample should be drawn using the same approach as the one used to select the primary sample. Interviewers: The Firm will be responsible for recruiting, contracting, and training enumerators and supervisors. The selected enumerators will have relevant experience in conducting phone surveys of the kind described under this consultancy. Quality control protocols including call backs: If enumerators will not be making calls in a centralized set-up and thus not be supervised in person, there should be quality-control protocols in place that allows supervisors from both the firm and the World Bank team to monitor conversations through audio audits, recordings or other tools.
