  • Expression of Interest are invited for Support for Development of Climate Change Citizen Engagement The Government of Jordan (GOJ) jointly with the World Bank has developed a program for Inclusive, Transparent and Climate Responsive Investments Program-for-Results (PforR). The Program aims to help Jordan improve accountability to foster climate responsive investments and growth. It supports the implementation of critical reforms that have been initiated under the Reform Matrix to strengthen public and private investment and helps Jordan to capitalize on emerging opportunities for post-pandemic recovery including on green growth, tourism development, and female labor force participation. It also supports the implementation of the Economic Modernization Vision 2033 and its sustainability pillar, which is expected to help promote creating a new phase of economic growth by fueling investments (both domestic and international) in greener projects (technologies, infrastructure, and products), sparking entrepreneurial and innovative solutions, enhancing the export competitiveness, and ultimately, creating high quality and sustainable jobs for the future. The Paris Agreement sets out the vision and arrangements for civil society and citizen engagement to underpin the United Nations Framework Convention on Climate Change. In Article 12, the Paris Agreement calls on governments to mobilize stronger and more ambitious climate action by non-party stakeholders, including civil society, local communities, and Indigenous Peoples (UN 2016). Although the Action for Climate Empowerment (ACE) describes the obligations under the Paris Agreement, progress in this area has been slow (Climate Outreach 2022; CAST 2022). ACE calls for international cooperation on awareness building and education, public participation, and better access to climate information. The Paris Agreement also describes the Enhanced Transparency Framework required for Nationally Determined Contributions (NDCs), which specifies that all parties must, no later than 2024, report for independent review on national emissions and their progress in implementing and achieving NDC. The ETF strives to engage all governments, business communities, and civil society actors in realizing the benefits of transparent climate-relevant data and information (UNCC 2021a). Emphasizing the importance of moving forward, not only with technical actions, but also with more bottom-up action in support of mitigation and adaptation, the 2022 Intergovernmental Panel on Climate Change-s Sixth Assessment Report again advises all countries to take a whole-of-society approach in the development of NDCs to optimize their contributions and deepen societal ownership (IPCC 2023; NDC Partnership 2023b).
