Assignment Description 1. Since 2014, the Government of Jordan (GoJ) has succeeded in strengthening the nation`s energy security by diversifying its electricity generation fleet away from fossil fuels and dramatically increasing the volume of renewable generation. Energy security has also been enhanced by diversification of fossil fuel supplies (liquefied natural gas or LNG, pipeline gas) and electrical interconnections with some neighboring countries. The large increase in the share of variable renewable energy (VRE) on Jordan`s relatively small power grid (peak load 3630 MW) combined with transmission constraints between the main load center (Amman) and VRE generation sites (mostly in the southern part of Jordan) is posing ongoing challenges in securely operating the power system and adversely impacting the economic dispatch of the system. 2. Grid-connected energy storage offers a means to efficiently balance the power system, in the short and medium term, by co-optimizing its various applications of use i.e. frequency control ancillary services (FCAS), network control ancillary services (NCAS), system inertia (including synthetic inertia), and energy dispatch. Rapid changes in energy storage technologies and costs, combined with planned new interconnections (Jordan to Iraq and Saudi Arabia), present a window of opportunity to reassess how energy storage could be developed over time within Jordan. 3. The development of an energy storage strategy is a key part of the GoJ`s efforts to meet its target of 3000-3200 MW of electricity being generated from renewables by 2030 . In this context, the World Banks energy team in Jordan has initiated this analytical activity, i.e. Study on Electrical Energy Storage Options in Jordan, with the objective to assess different options for systematically rolling out electrical energy storage in Jordan, and further to inform Banks effort in supporting the GoJ to achieve its ambitions. 4. The consultancy assignment will include the following activities: (i) Review all relevant literature as well as the legal, regulatory and commercial framework as they relate to energy storage in Jordan; (ii) gather and review power system planning and operational data; (iii) power system modelling, covering dispatch (energy, FCAS co-optimization) and power flow assessments, with different storage options; (iv) assess storage options and potential pathways to utilize energy storage solutions in Jordan that optimizes the respective roles, rights and obligations of both public and private sector entities in developing related infrastructure; (v) Develop policy recommendations with specific objectives and a possible timeline for rolling out energy storage in Jordan; and (v) propose options for the short, medium and long term to deployment of energy storage solutions (each with step-by-step implementation paths). Those energy storage deployment options and paths could be assessed by the government in formulating its Energy Storage Strategy and Action Plan. 5. While a range of alternative software platforms could be used for the power system dispatch modelling and power flow analysis, the use of the platforms PLEXOS for Power Systems, DigSILENT and/or PSSE could streamline analysis and feedback, since those are the main platforms used by Jordan`s National Electricity Power Company (NEPCO). 6. The World Bank invites eligible consultancy firms to indicate their interest in providing the Service. The EOI should not have more than 15 pages. 7. EOIs must be submitted via eConsultant2 by no later than March 18, 2021. Qualification Criteria ยท 1. Provide information showing that they are qualified in the field of the assignment. ยท 2. Provide information on the technical and managerial capabilities of the firm. ยท 3. Provide information on their core business and years in business. ยท 4. Provide information on the qualifications of key staff.
