Assignment ObjectiveThe primary objective of this assignment is to support the SSC in strengthening the gender-responsiveness of its social insurance offer through a focused, practical analysis of existing policies, regulations, and operational procedures. This will be achieved by conducting a gender-responsive review of the current social insurance system, identifying barriers and gaps that limit equitable access and adequacy of benefits, particularly in relation to women's participation in formal employment and their protection across the life cycle.The assignment will help generate concrete, evidence-based recommendations to inform SSC's operational planning, with a particular focus on how social insurance can better support female labour market participation, mitigate the gendered impacts of care responsibilities, and enhance old-age protection for women. It will also identify feasible pilot or operational adjustments that can be tested under Estidama++—providing SSC with actionable entry points to improve inclusion within its current operational scope.The assignment will prioritise actionable, practical recommendations that can be integrated into SSC's immediate operational work while also identifying policy-level adjustments that could enhance gender equity over time.
