• Description:
• The Improving Local Development to Increase the Resilience of Host Communities and Refugees in North Jordan (LED) Programme is funded by the European Union and implemented by UNDP. It supports EU priorities on decentralisation, inclusive economic growth, social cohesion, and resilience in areas hosting Syrian refugees. The Programme addresses a key challenge faced by local authorities: limited funding and delivery mechanisms to translate development plans into income-generating investments. LED focuses on Irbid and Ajloun governorates, where unemployment and population pressures—exacerbated by the Syrian refugee crisis and post-COVID economic slowdown—remain significant. Through Capital Investment Projects (CIPs) and targeted support to micro, small, and medium enterprises (MSMEs), the Programme stimulates local economic activity, encourages private-sector engagement, and creates sustainable employment opportunities for host communities and refugees. Sector selection under LED is evidence-based, prioritising labor-intensive sectors linked to local economic and cultural assets. Tourism and heritage-based activities are emphasised due to their strong employment potential and broad local economic impact. Within this framework, the Ajloun Agri-Tourism Route and the Umm Qais Development of High-Quality Tourism Assets are flagship interventions.
