  • Quotation are invited for Provision of Shawish in the Agriculture Sector in Jordan: Evolution, Practices and Perceptions Agriculture is vital for sustenance and income in northern Jordan, especially for Syrian refugees and other migrant workers. Around 37,000 small farmers in Irbid and Mafraq cultivate crops and rear livestock, providing significant rural employment. Many of the 33,000 workers in Irbid and 8,700 in Mafraq, including 6% and 8% females respectively, work informally without formal contracts or benefits. Syrian families often live in informal settlements near seasonal agricultural work, overseen by traditional leaders known as Shawish. The Shawish acts as a mediator between farmers and workers, receiving a share of salaries and managing various aspects of employment. This system is not new to Arab agricultural communities and was familiar to Syrian workers before their migration to Jordan. Although the concept of Shawish has become relatively well known, and despite the fact that in some circumstances, Shawish are acting as employers, they remain unregulated and are not mentioned in procedures or decisions issued by the Ministry of Labour, in the Labour Law, or the Agricultural Workers Bylaw. In order to better understand the evolution of Shawish practices, the motivation of farmers to engage Shawish, and the dynamics between workers, Shawish, and farmers, NRC requires a consultant to conduct qualitative research. This should include consideration of the history and evolution of Shawish, geographic coverage, overall structure, motivations of farmers, perceptions of Shawish themselves about their role and perceptions of workers about opportunities, challenges, and risks.  A key objective is to hear from workers, farmers, and Shawish about these dynamics to as to inform NRC and its partners- engagement with agricultural communities, including ITS, and where Shawish may be playing a role.
