  • Quotation are invited for Provision of Consultancy Services [Complementary Pathways Research Consultancy] , NRC Jordan. The Norwegian Refugee Council (NRC) is an independent, humanitarian, non-profit, and non-governmental organization providing assistance, protection and durable solutions to refugees and internally displaced persons across 32 countries worldwide. NRC established its presence in Jordan in 2012 and has all necessary permissions to operate in the country. The main NRC country office is situated in Amman, with additional field offices in Irbid, Mafraq, Zarqa, and Zaatari and Azraq camps. NRC delivers programmes in camps (Za-atari and Azraq), as well as in host communities (Amman, Mafraq, Irbid, Jerash, Ajloun, Ramtha and Zarqa governorates). NRC in Jordan currently responds to basic needs, provides protection, shelter, livelihoods, information, counselling and legal assistance, and assists children and youth with educational and vocational activities. By end of December 2021, 760,063 refugees were registered with UNHCR in Jordan. In recognition of the protracted displacement of refugees as well as changing conditions on the ground in countries of origin and in the hosting country, NRC Jordan, in collaboration with UNHCR, is undertaking a series of research projects to enable UNHCR and its partners to strengthen their knowledge on durable solution related needs of refugees. The main durable solutions that refugees are hoped to access are either integrating locally in the host community, safely returning to the country of origin, or resettling to a third country while ensuring dignity and protection of rights. In addition to these three solutions, UNHCR strategy is to advance Complementary Pathways of admission to third countries, that are β€œsafe and regulated avenues by which refugees may be admitted a lawful stay in a third country and have their international protection needs met” while they are able to support themselves to potentially reach a sustainable and lasting solution. Those pathways include third-country education and third-country employment opportunities, private sponsorship, as well as family reunification-based admission. Previous research on this topic is limited and shows that data on how many refugees access these solutions, and how they access them is scarce, overall and including in Jordan. With UNHCR-s support, NRC will undertake a study that will allow filling this evidence gap by building an understanding of the information barriers faced by refugees limiting their ability to pursue complementary pathways, as well as shedding light on the sources of information refugees rely on in this regard. Additionally, the research will contribute to finding solutions on how to foster refugees' ability to access comprehensive and solution-oriented information. The recommendations coming from this research will support UNHCR and organizations working with refugees in Jordan to better disseminate information around complementary pathways to third country admissions, raise refugee awareness, and provide support services for refugees in need around complementary pathways for admission. Beyond this, the research findings will be used to inform UNHCR, NRC, and other humanitarian actors working with refugees in Jordan, grow evidence-based knowledge on available and feasible opportunities that could be considered as sustainable and strategic humanitarian solutions for refugees in Jordan, formulate advocacy messages, and pave the way for future research.
