Subject: Request for Proposal (RFP)- RFP-JTAP-018 Performance Period: November 01, 2022 - May 31, 2023 RFP Issue Date: 11 October 2022 RFP Closing Date: 25 October 2022 Reference: USAID Contract No. 72027821C00005 Enclosed is a Request for Proposals (RFP). Creative invites qualified Individuals to submit a best-value proposal for Monitoring, Evaluation and learning Trainers(s). The issuance of a contract is subject to availability of funds and successful negotiation of the contract budget and terms. The Contracts resulting from this Request for Proposal will be a Blanket Consultancy Agreements (BCA). The requirements for this activity are described in the β€œStatement of Work” in Attachment A. Creative encourages your Individual to indicate its interest in this procurement by submitting a proposal according to the instructions in Attachment B β€œInstructions to Offerors.” Proposals will be evaluated based on the β€œEvaluation Criteria” in Attachment C. Creative will make an award to the responsible Offeror submitting an offer that provides best value to the project: technical merit and price will be both considered. To be considered, Offerors should submit a complete proposal no later than the closing date and time indicated above. Offerors should ensure that the proposals are well-written in English, easy to read, follow the instructions provided and contain only requested information. Any questions should be submitted in writing and emailed to TapProcurement@crea-jtap.com no later than October 14, 2022. No questions will be entertained if they are received by means other than the specified email address, and any communications to alternate e-mail addresses will result in the disqualification of the bidder. The solicitation number (listed above) should be stated in the subject line. Background The Technical Assistance Program (TAP), funded by the U.S. Agency for International Development (USAID), is a five-year education and youth project that seeks to transform the organizational culture and improve the abilities within the Ministry of Education and the Ministry of Youth to ensure officials can implement desired reforms. Creative and its partners will provide technical assistance in the development, roll-out, and tracking of policies and procedures to incorporate international best practices for public education and youth programming. Among the many activities in the Jordan Technical Assistance Program, it will support curriculum development, promote inclusive learning techniques, improve the skills of teachers and school managers, and other tangible activities that ultimately support changing the organizational culture within the two ministries and relevant agencies. The program will further support Jordan-s outreach and behavioral change communications initiatives that are aimed at creating a culture of reading, the inclusion of vulnerable children, and increased youth engagement. Objective The overall objective of this position is to work in tandem and in coordination with the MEL Systems Planning Lead and Capacity Building Specialist to strengthen the capacities of Ministry of Education (MoE) and Ministry of Youth (MoY) staff in the areas of Monitoring, Evaluation, and Learning. The program is looking to solicit trainers for delivering technical assistance and training to government staff in Monitoring, Evaluation, and Learning topics based on M&E needs assessment results. The training subjects, but not limited to, are: Developing monitoring and evaluation plan Data collection tools and techniques Quantitative and qualitative data analysis Monitoring and evaluation report writing Using data for decision-making (using feedback and learning activities) For the Ministry of Education, the training subjects should be derived based on Kirkpatrick's four levels of the evaluation model. Primary Role and Responsibilities: Responsible for the on-the-ground implementation of capacity-building activities in monitoring, evaluation, and learning, per the program-s work plan. The trainer will be responsible for: Review M&E needs assessment results to better understand the requirements of the capacity-building program. Prepare an outline for each training course, including its objectives. Prepare the training materials (trainer guide, trainee guide, PPT, and handouts) in Arabic to be delivered during the training courses. Prepare evaluation tools to measure learning level and application level after each training course. Share the training materials and evaluation tools with the capacity-building specialist for review and approval. Design training agenda, fill the training checklist, and prepare attendees list. Coordinate all the logistics needs with the operations team. Deliver the training courses. Evaluate trainees' performance during training Key Working Relationships: This position will administratively and technically report to the MEL Planning Lead in TAP and be part of TAP-s Systems Strengthening and Policy Reform Team. In addition to close collaboration with TAP's capacity-building specialist. Required Qualifications: University degree in Development Studies, Education, Social Sciences, Evaluation Science, Business or Public Administration, or related field. Minimum of 8 years of experience in monitoring, evaluation, and learning, including data collection, analysis, and visualization. Demonstrated experience delivering training in monitoring, evaluation, and learning. A Training of Trainers (ToT) Certificate is preferred. Previous USAID experience is preferred. Excellent communication, negotiation, and writing skills. Ability to work with all levels and functions within the program and also targeted directorates. Fluency in English and Arabic (spoken and written). Deliverables Training material outlines. Training materials (trainer guide, trainee guide, PPT, and handouts). Training evaluation tools. Training report. List of Tasks, LOE (days), and Timeline Estimated Period of Performance: November 2022 to June 2023. Estimated Level of Effort: 100 days Task Deliverables Due Date Review and conduct, if necessary, needs assessment and review of the ministry strategic plan. Review and evaluate candidates- skills using MEL models. Conduct focus group meetings for feedback on the approach and training plan. Needs assessment questionnaire. Two meetings Report including Results of evaluations. November 2022 3 Prepare and deliver training materials. This will include the final outline (objectives, expected results, agenda, handouts, presentations, exercises, and post-evaluation). The training materials should be in Arabic and subject to TAP and the Ministry-s approval. Comprehensive training materials. TBD 20 Conduct the training sessions: 12 workshops (4 days per workshop). The number of participants will be up to 25 in each workshop. 12 workshops, 4 days per workshop. (Including preparation) TBD 60 Provide technical assistance for both ministries through on-the-job training, coaching & mentoring. This is to be accomplished through specific tasks/exercises to ensure the implementation of skills and knowledge provided in training. 10 visits for both ministries to provide technical assistance. 2 days for preparation and coordination.TBD 15 Provide the final progress report about the training, which includes recommendations, interventions, and action plans for the interventions.
