Assignment Description SELECTION FOR CONSULTANTS BY THE WORLD BANK GROUP REQUEST FOR EXPRESSIONS OF INTEREST Electronic Submissions through World Bank Group eConsultant2 https://wbgeconsult2.worldbank.org/wbgec/index.html ASSIGNMENT OVERVIEW Assignment Title: 1272974 - Jordan Consumer Surveys: Assessing Barriers to Adoption of Digital Financial Services by Social Protection Payments Beneficiaries Assignment Countries: - Jordan ASSIGNMENT DESCRIPTION The purpose of this TOR is to procure a firm to support the WB in implementing quantitative and qualitative research to better understand the barriers that beneficiaries of Jordans digital G2P payment programs may face when using their financial products and services. The overall objective of the study is to identify: (i) barriers faced by social protection beneficiaries in using digital payments for their everyday needs; (ii) barriers faced by merchants in adopting or encouraging digital payments from their customers; and (iii) characteristics of financial instruments useful for social protection beneficiaries. SUBMISSION REQUIREMENTS The World Bank Group now invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). The World Bank Group Assessing Barriers to Adoption of Digital Financial Services by Social Protection Payments Beneficiaries in Jordan: Consumer Surveys February, 2021 1. Background Digitization of social protection payments to eligible citizens is one of Jordan`s Government`s key areas of focus. As of 2018, about 73,162 households (243,054 individuals) benefited from a cash transfer scheme managed by the National Aid Fund (NAF), Jordan`s primary social assistance program. In 2018, Jordan`s government endorsed the NAF Plan, which aimed to merge all recurrent cash transfer initiatives into a single program, called the Takaful Cash Transfer Program, and enroll additional 85,000 beneficiaries by 2021. The enrollment of 55,000 additional beneficiaries, as of August 2020, has commenced with technical support from the World Bank, World Food Program (WFP), and UNICEF. Payments to new beneficiaries are made digitally through two modality choices: Basic Bank Accounts (BBAs) and e-wallets. All beneficiaries must attend an enrollment session, which provides them with information on the two available modalities, basic financial literacy, and information on pros and cons for choosing between BBA and e-wallet. Furthermore, by 2021 NAF plans to also transform some 90,000 beneficiary households from the old caseload (currently receiving their benefit in cash) into a digitized payment scheme. In light of the COVID-19 pandemic, NAF expanded support to additional 230,000 beneficiary households through an Emergency Cash Transfer (ECT) program. Benefiting from swift enabling actions of CBJ and coordinated support from development agencies (WB, WFP, and UNICEF) all the 230,000 beneficiaries were paid digitally, adhering to public health measures imposed by the government. However, currently evidence indicates that most of the digital cash transfers (especially through social programs) end in immediate and full cash out, which limits their impact on financial inclusion. Thus despite outstanding achievements and efforts of clients on FCI (CBJ, MODEE) and SPJ (NAF) sides, further support is needed to ensure that digital social protection and wage payments could result in increased utilization of digital transactions (critical during COVID-19 pandemics) and improved access to key digital financial services such as savings, insurance and credit facilities to name a few. This is also aligned with priorities of Jordanian authorities. The support requires understanding of barriers to use of financial transactions on beneficiary and merchant sides in addition to understanding of enabling environment (regulations, financial infrastructure, etc.). It also requires identification of needs of target populations (beneficiaries and merchants). Filling this data gap is crucial for advancement of financial inclusion agenda through digitization of G2P payments. The activity aims to translate research insights into concrete recommendations for policymakers to improve program design, product design, and delivery mechanisms to respond to further the financial inclusion impacts of digitization of G2P payments. The WB is seeking a consulting company`s services to implement quantitative and qualitative research needed to support this task. These Terms of Reference describe the proposed scope of work under this assignment. 2. Objective This assignment`s overall objective is to identify: (i) barriers faced by social protection beneficiaries in using digital payments for their everyday needs; (ii) barriers faced by merchants in adopting or encouraging digital payments from their customers; and (iii) characteristics of financial instruments useful for social protection beneficiaries. The activity will employ the following sets of research tools: i. Beneficiary survey. The quantitative survey will collect data on beneficiaries` perceptions of and experience with digital payments and their financial behaviors. The surveys should target three beneficiary groups: (A) Old NAF Beneficiaries who do not yet have access to digital payments; (B) ECT beneficiaries who received payments only through mobile wallets; and (C) Takaful beneficiaries, who receive their payments both through e-wallets and BBAs. The sample is supposed to be representative for each group. ii. Focus Group Discussions with Beneficiaries: To supplement survey findings through qualitative research FGDs will be conducted with beneficiaries to explore their financial behaviors, experiences with onboarding, enrollment, delivery of cash (including presence and functional soundness of agents or financial institutes in the vicinity), current barriers to utilization of digital payments for their every day needs and access to other financial products, and potential product specifications or delivery modes that may encourage increased usage of products and services. Focus groups should target beneficiaries, segmented by social transfer group (group A, B, and C above), location (including rural/urban), gender, age, etc. i. Focus Group Discussions with Merchants and Agents: The third type of research includes qualitative analysis through focus group discussions with merchants, including subgroups of merchants that are also mobile money agents for beneficiaries (see Group B above). The focus group discussions should focus on assessing how merchants can further uptake and use payment instruments and other financial products and services in order to develop an enabling ecosystem for digital cash transfers.
