• Description:
• Expression of Interest are invited for Global Education Policy Dashboard. The overall objective is to measure the quality of the education service delivery, policies, and bureaucratic capacity in Jordan with the intention of (i) uncovering bottlenecks that inhibit student learning; (ii) providing guidance on how to improve the measurement of the performance of the overall education system; and (iii) using collected data to analyze the factors that predict variance in student learning outcomes as well as changes in learning outcomes since 2019. PURPOSE OF CONSULTANCY The purpose of this consultancy is to collect one round of data using two instruments a School Survey and a Survey of Public Officials and use this information to produce clean datasets. 1. Collect data using an existing School Survey tool in around 255 schools. In all of these schools, a group of enumerators is expected to interview principal and a sample of teachers, administer skill assessment to a sample of teachers and learning assessment to samples of students in grade 1, grade 4 and grade 6, observed teaching activities in two classrooms as well as the schools infrastructure conditions. The sample will be chosen by the World Bank in coordination with the Ministry of Education (MOE). The sample will ensure temporal comparability with a similar exercise carried-out in 2019. 2. Collect data using an existing Survey of Public Officials tool to carry-out interviews with 200 public officials. As a group of enumerators visit the schools, another group will also visit the education district, regional, and central offices to interview public officials. 200 randomly selected public officials will be part of this data collection effort. The sample will be chosen by the World Bank in coordination with the MOE. The responsibilities of the survey firm and scope of work will include (i) Preparatory work: Developing field staff training and survey implementation plans as well as field manual, procure equipment such as tablets and video cameras, obtaining necessary authorization from the government, recruiting field staff, and reproducing surveys and other data collection materials in sufficient number. (ii) Data collection: Training field staff on survey modules and protocols (and carrying-out in-school piloting/practice), managing implementation of field work in schools and with public officials including controls for data verification and validation, and reporting on progress regularly. (iii) Final Datasets and Overall Reporting: Preparing and delivering clean datasets and implementation report. SKILLS AND COMPETENCIES The consultancy firm must meet following skill requirements and qualifications: - Demonstrated capacity to manage large-scale data collection and handle quality insurance mechanisms. - Demonstrated experience and capacity in collecting data electronically (so that information can be viewed in real time) - Demonstrated experience in monitoring and evaluating social programs (preferably education program) in the region and sub-region. - Ability to put together a team of highly qualified experts who are capable of delivering the assignment. This team should include, at a minimum, a project manager, a team leader, a data manager, as well as a group of enumerator and supervisors. - Demonstrated in-country knowledge and experience in monitoring and evaluating education programs in Jordan is desirable - Full-time presence in Jordan, defined as having a physical branch office and the presence of at least one full-time employee in Jordan is desirable PERIOD The consultancy is expected to run from November 2022 to April 2023 with the possibility of downstream work.
