• IFC isproposing to collaborate/co-develop with the Government of Jordan (“GoJ”)and Miyahuna, the water utility in Amman, on a Non-Revenue Water (NRW) projectto be implemented by the private sector following a competitive tender to beissued by Miyahuna (the “Project”). The Project will be implementedunder a Performance Based Contract (“PBC”) where a specializedcontractor (the “Contractor” or “Project Company”) is to be setup by the private sponsor, to design, plan, implement, maintain and finance allrequired NRW interventions as well as to perform network management operationsin a clearly defined service area representing ~30% of Amman and itsperformance will be measured by the volumetric reduction of NRW over theduration of 10-12 years. TheProject area consists of 17 Distribution Zones (“DZ”s), including 3,600km main pipes and around 82,000 service connections, supplying 212,000 meteredcustomers. Estimated water savings in this area is ~25 Mm3. Project durationwill be 10-12 years with an Initial NRW Reduction phase (bulk of capex) of 5 yearsfollowed by a Maintenance phase of 5-7 years.In June2024, IFC entered into a Collaboration Agreement (“CA”) with theMinistry of Planning and International Cooperation (“MOPIC”), Ministryof Water and Irrigation (“MWI”) and Miyahuna as co-developers of theProject (all together the “Co-Developer”). As part of the CollaborationAgreement, IFC will support the development of the Project until it iscompetitively tendered in the market. A key component of this upstream phase ofthe project is the completion of an Environmental and Social (E&S)Scoping Study to ensure project design and tender documents are in linewith IFC Performance Standards (PS) and the World Bank Group EHS Guidelines andare bankable by International Financial Institutions (IFI).IFC isseeking an Environmental and Social consultant (the “E&S consultant or ESC”) to prepare the E&SScoping study (the “assignment”) for the Project.
