  • Expression of Interest are invited for Environmental and Social (E&S) Scoping Study for the Miyahuna Non-Revenue Water Project (Jordan) IFC is proposing to collaborate/co-develop with the Government of Jordan (β€œGoJ”) and Miyahuna, the water utility in Amman, on a Non-Revenue Water (NRW) project to be implemented by the private sector following a competitive tender to be issued by Miyahuna (the β€œProject”). The Project will be implemented under a Performance Based Contract (β€œPBC”) where a specialized contractor (the β€œContractor” or β€œProject Company”) is to be set up by the private sponsor, to design, plan, implement, maintain and finance all required NRW interventions as well as to perform network management operations in a clearly defined service area representing ~30% of Amman and its performance will be measured by the volumetric reduction of NRW over the duration of 10-12 years. The Project area consists of 17 Distribution Zones (β€œDZ”s), including 3,600 km main pipes and around 82,000 service connections, supplying 212,000 metered customers. Estimated water savings in this area is ~25 Mm3. Project duration will be 10-12 years with an Initial NRW Reduction phase (bulk of capex) of 5 years followed by a Maintenance phase of 5-7 years. In June 2024, IFC entered into a Collaboration Agreement (β€œCA”) with the Ministry of Planning and International Cooperation (β€œMOPIC”), Ministry of Water and Irrigation (β€œMWI”) and Miyahuna as co-developers of the Project (all together the β€œCo-Developer”). As part of the Collaboration Agreement, IFC will support the development of the Project until it is competitively tendered in the market. A key component of this upstream phase of the project is the completion of an Environmental and Social (E&S) Scoping Study to ensure project design and tender documents are in line with IFC Performance Standards (PS) and the World Bank Group EHS Guidelines and are bankable by International Financial Institutions (IFI). IFC is seeking an Environmental and Social consultant (the β€œE&S consultant or ESC”) to prepare the E&S Scoping study (the β€œassignment”) for the Project. The objective of the assignment (Environmental and Social (E&S) Scoping Study) is to provide detailed guidance on the identification and mitigation of the E&S risks of the proposed Project consistent with national laws and regulations, IFC Performance Standards (β€œIFC PS”) and the World Bank Group EHS Guidelines, including General EHS Guidelines and sector specific EHS Guidelines for Water and Sanitation. The consultant will undertake a screening of E&S risks as well as a Stakeholder Engagement Framework (SEF) in line with IFC PS1 requirements to guide the scoping and ESIA process. It is expected that the outcome of the E&S Scoping Study will inform the Client (Miyahuna) and the potential bidders (Contractors) of the potential E&S risks and issues associated with the upgrade construction works and O&M phases, as well as impact avoidance, mitigation and management measures for the project. In addition to the E&S Scoping Study Report, the assignment deliverables will include the preparation of detailed Terms of Reference (ToR) for the E&S Impact Assessment (ESIA), and any needed supplemental studies, including timelines that the winning bidder would need to complete
